Montenegro reported to introduce visas for five nationalities from 1 November 2026

Investitor.me reports that the Government of Montenegro amended the visa regime decree (Uredba o viznom režimu) on 23 July. According to that report, citizens of Türkiye, Russia, China, Belarus and Saudi Arabia will need a visa to enter Montenegro, and the Government stated at the time that the decision was part of fully aligning Montenegro's visa policy with the European Union. The reported change is to apply from 1 November 2026.

What it means for you

For citizens of those five states, the reported change would make a visa necessary for entry to Montenegro from 1 November 2026, including for short business trips, property viewings and family visits. Travel planned around that date falls under different entry rules before and after it.
