This corridor has a gate placed at an unusual point. It is not at the border, and it is not at the worker. It is at you, and it operates before a single candidate is shown the vacancy.
An employer who plans this corridor as "find an agency, agree terms, file for the permit" will discover the gate at the worst possible moment. This page is about finding it earlier — and about one requirement that may make the formal route difficult for a Montenegrin employer to satisfy at all.
Indonesian nationals were recorded at 114 workers in Montenegro in 2025, within a foreign workforce of 40,567 from 107 countries.
Legal position stated as at 3 September 2026.
The framework: UU 18/2017 and who is who
Outbound placement is governed by Law No. 18 of 2017 on the Protection of Indonesian Migrant Workers (UU No. 18 Tahun 2017 tentang Pelindungan Pekerja Migran Indonesia), administered with the protection agency BP2MI.
Three roles matter:
- P3MI — the licensed Indonesian placement company;
- Mitra Usaha — the foreign business partner in the destination country, which may be an individual or a foreign legal entity;
- the foreign employer — which, depending on the structure, may or may not be the same party as the Mitra Usaha.
Cooperation between a P3MI and a Mitra Usaha generates the vacancy in the form of a Job Order or Demand Letter. That document is where the process starts, and it is also where the gate sits.
The verification, and where it happens in the sequence
Under Articles 9(2) and 10(2) of the Law, before a job order or demand letter is presented to prospective Indonesian migrant workers, a labour attaché or designated foreign affairs official must verify the information and the request — including verification of the business partner and the prospective employer.
Note the ordering. The verification is not a check performed on a shortlisted candidate's file. It is performed on your company, and it is a precondition to the vacancy being shown to anyone at all.
For a Montenegrin employer that raises an immediately practical question: which Indonesian labour attaché or designated official is competent for Montenegro, and how is that verification actually carried out at distance? Settle this first. Everything downstream is contingent on it.
The requirement that may not be satisfiable here
Among the requirements reported for foreign employers and business partners under this framework are three: that the employer has labour protection regulations; that it possesses a social security system or insurance protecting foreign workers; and that there is a written agreement with the Indonesian Government, in the form of an MoU or MoA.
The middle one Montenegro meets comfortably. A foreign worker employed on a Montenegrin residence-and-work permit is inside the compulsory contributions system; that is not a gap.
⚠️ The third is the problem. We are not aware of a labour MoU or MoA between Montenegro and Indonesia, and we have not been able to identify one. If that requirement is applied strictly to this corridor, the formal placement route is not straightforwardly available regardless of how well the rest of the file is prepared.
This page will not resolve that for you, and it will not pretend the position is clearer than it is. What it will say plainly is this: verify the government-to-government instrument question before you spend anything on this corridor. It is the kind of requirement that does not appear in an agency's proposal and does not surface until late.
Documents: apostille has applied since June 2022
Indonesia acceded to the 1961 Hague Apostille Convention on 5 October 2021, and it entered into force for Indonesia on 4 June 2022. Montenegro is a party by succession, in force 3 June 2006, so the Convention operates between the two.
An apostille is sufficient for Indonesian public documents; there is no consular legalisation chain. Certified translation into Montenegrin remains a separate step.
So the document chain is emphatically not the constraint in this corridor. The verification of your company is.
There is no social security agreement between Montenegro and Indonesia, so contributions are paid where the work is performed with no aggregation of insurance periods.
The Montenegrin half, briefly
The receiving side is ordinary. In short: Article 66(1) of the Zakon o strancima allows work only on a residence-and-work permit or a work registration certificate — an entry route is never a work route — and only the permit bases under Article 40(3) consume the annual quota, set at 28,988 for 2026.
The filing mechanics, the quota, the eight no-permit situations under Article 67(1) and the Article 85 certificate list are in our guide to foreign worker employment in Montenegro and the quota page.
Sequencing
- Resolve the government-to-government instrument question. If it is a hard requirement and no instrument exists, nothing else matters.
- Identify the competent labour attaché or designated official for Montenegro and establish how verification is carried out.
- Assemble the employer-side material — labour protection arrangements and evidence of insurance and social security cover for the worker.
- Job order through a licensed P3MI, verified before presentation to candidates.
- The Montenegrin permit, then the contract-and-insurance registration within 24 hours of issuance, counted from the permit date rather than the arrival date.
What this page does not tell you
It does not tell you that the corridor is closed — we have not established that, and we will not assert it. It tells you there is a requirement we could not confirm is satisfiable here, which is a different and more useful statement. It does not advise on Indonesian law: for the application of Articles 9(2) and 10(2) to a Montenegrin employer, take Indonesian advice or approach BP2MI.
RoNa Legal is a registered employment intermediary under activity code 78.10 and a legal adviser. We do not supply, lease or second workers, and we are not an employer of record. We build the Montenegrin file and coordinate with licensed agencies where the structure requires one.
Send us the engagement structure before you commit anything to this corridor — the first question here is feasibility, not timetable. Our services are set out on the services page and a file can be opened through the contact page.
