Is Montenegro visa-free for Tanzanians? No. On a Tanzanian passport you need a Montenegrin visa. Montenegro has no mission in Tanzania. Its Ministry of Foreign Affairs tells applicants who cannot reach a Montenegrin mission to go to the nearest mission of the Republic of Serbia.
There is also an exception based on the documents you already hold. A valid UK, US, Schengen, Irish, Canadian, Australian, Japanese or New Zealand visa, or a residence permit of one of those states, lets you enter Montenegro for up to 30 days without a Montenegrin visa.
On citizenship, Tanzania is the simple case in East Africa. Under the Tanzania Citizenship Act, an adult who voluntarily acquires another citizenship ceases to be Tanzanian by law. That is exactly the situation in which Montenegro waives its demand for prior release. The common residence procedure is in how to apply for a Montenegro residence permit.

The visa and the exception
Visa. Tanzania is not listed in article 1 of the Visa Decree, nor in articles 1a, 2 or 3. Article 4 therefore requires a visa, and the Ministry of Foreign Affairs' Tanzania page confirms it. The application is lodged in person, with photograph and ten fingerprints (Law on Foreigners, art. 21):
- at least 15 days before travel for a short-stay C visa;
- at least 60 days before travel for a long-stay D visa.
A D visa for employment must be followed within 10 days by the residence-and-work permit application (art. 79(7)).
Article 7. A Tanzanian with either of the following enters for up to 30 days, limited by that document's validity:
- a valid visa of a Schengen state, the US, the UK, Ireland, Canada, Australia, Japan or New Zealand;
- a residence permit of one of those states.
Some practical consequences:
- Tanzanians who study or work in the UK prove status by eVisa, since all BRPs have expired according to the UK Government. Link your passport and check with the airline before flying.
- Residence in Oman, the UAE, Qatar or Saudi Arabia is not on the list.
- The general ceiling is 90 days in any 180 (art. 34).

Staying, working, and the 30-day rule
Temporary residence is applied for in Montenegro:
- in person (art. 61);
- or online, with fingerprints within 10 days of entry (art. 61b).
A complete application filed before your permitted stay ends allows you to remain until the decision (art. 61(5)).
The work permit is requested by a Montenegrin employer for a named worker, within the annual quota set before 30 November (arts. 69, 70, 76). It is refused where the employer:
- has repeated undeclared-work penalties;
- is insolvent or inactive; or
- owes contributions (art. 69(6)).
The employer registers you for social insurance within 24 hours of issue (art. 70(6)). Tourist entry never allows work, and nobody can sell you a shortcut through these steps.
Other bases:
- digital nomad (arts. 38, 60a);
- director of your own d.o.o., outside the quota, with €5,000 a year in taxes and contributions to renew (arts. 69, 70, 78);
- property with a tax base from €150,000 (art. 56);
- family reunification (art. 44).
Two limits apply to every temporary permit:
- The permit ends after more than 30 days outside Montenegro (art. 65(1)(3)).
- Permanent residence follows five years of continuous temporary residence (art. 86).
Tanzanian documents
Tanzania is not an Apostille Convention party. A Tanzanian public document is used in Montenegro after full legalisation (Law 66/2019, art. 12(1)):
- certification by the competent Tanzanian authorities;
- legalisation by the Montenegrin Ministry of Foreign Affairs or competent mission.
Montenegro applies reciprocity (art. 12(3)). A court interpreter translates after legalisation. Documents issued in a Convention country where you now live take that country's apostille instead.
Citizenship: why Tanzania's rule helps
Montenegro. Ordinary naturalisation requires ten years' lawful, continuous residence and release from the previous citizenship (Law on Montenegrin Citizenship, art. 8(1)(2)). Release is not required from someone who proves that, under the law of their state, they will lose that citizenship by becoming Montenegrin.
Tanzania. Section 7(4) of the Citizenship Act provides that a citizen shall cease to be a citizen in either of two cases:
- (a) having attained eighteen, the person acquired the citizenship of another country by a voluntary act other than marriage;
- (b) having attained eighteen, the person otherwise acquired another citizenship and has not, by the specified date, renounced it and taken the oath of allegiance.
The result. A Tanzanian adult who applies for and receives Montenegrin citizenship is in case (a). Tanzanian citizenship ends by operation of law. That is the proof the Montenegrin exception asks for.
In practice:
- The Montenegrin authority will expect evidence of the Tanzanian rule. Section 7(4)(a) is that evidence, supported by whatever the Tanzanian authorities issue to confirm it.
- Montenegro's guarantee of admission (art. 9, two years) is useful here as well. It lets you show the Tanzanian side a firm prospect of acquisition.
- There is no dual citizenship. Plan for the loss: Tanzanian passport, residence and land rights in Tanzania all turn on citizenship.
- Voluntary renunciation is also possible, by declaration registered by the Minister (s. 13(1)). The Minister may refuse registration during a war or where it is contrary to public policy (s. 13(2)). Even after a refusal, citizenship still ends at the time section 7 prescribes.
Proposals to give former Tanzanians a special diaspora status have been debated in recent years. We have not relied on any of them here, because the Act as read contains no such status.
The Montenegrin marriage route (art. 11) and descent route (art. 10) do not require release. Section 7(4)(a), however, excludes citizenship acquired by marriage. Whether Tanzania treats a Montenegrin naturalisation granted after three years of marriage as acquisition "by marriage" is not answered in the Act. Confirm it with the Tanzanian authorities before relying on keeping Tanzanian citizenship.
Property, company, tax
Property. Tanzanians buy in Montenegro on the same terms as Montenegrins (Law on Property Relations, art. 412). The exceptions are agricultural land, forest, islands and the one-kilometre border strip (art. 415). The purchase rules:
- a notarial deed is mandatory (Law on Notaries, art. 52);
- payments of €10,000+ go through a Montenegrin bank (AML Law, art. 65a);
- the buyer pays transfer tax of 3%, 5% or 6%, depending on the band.

Company. A d.o.o. you run supports the director permit. The beneficial owner is recorded.
Tax. There is no Tanzania–Montenegro double tax treaty. You become Montenegrin tax resident with your centre of interests in Montenegro or more than 183 days a year (Personal Income Tax Law, art. 3). See our company formation service.
