Is Montenegro visa-free for Rwandans? Not on a Rwandan passport: a Montenegrin visa is required. There is no Montenegrin mission in Rwanda. The Montenegrin Ministry of Foreign Affairs refers applicants to the nearest mission of the Republic of Serbia.
A Rwandan who holds a valid UK, US, Schengen, Irish, Canadian, Australian, Japanese or New Zealand visa, or a residence permit of one of those states, can enter for up to 30 days without a Montenegrin visa.
Two further points are specific to Rwanda:
- Documents. Rwanda joined the Apostille Convention, which took effect for it on 5 June 2024. Rwandan certificates therefore need only an apostille, not consular legalisation.
- Nationality. Rwanda's Constitution permits dual nationality. The 2021 Organic Law requires you to declare it within three months, and it refuses a renunciation that would leave you stateless.

Getting in
The visa. Rwanda is not among the countries listed in articles 1, 1a, 2 or 3 of the Visa Decree. Article 4 therefore requires a visa, as the Ministry of Foreign Affairs' Rwanda page confirms. Apply in person, with photograph and ten fingerprints (Law on Foreigners, art. 21):
- at least 15 days before travel for a C visa;
- at least 60 days before travel for a D visa.
A D visa for work must be followed by the residence-and-work permit application within 10 days of issue (art. 79(7)).
Article 7 instead. A Rwandan who holds either of the following enters for up to 30 days, ending earlier if that document expires first:
- a valid visa issued by a Schengen state, the US, the UK, Ireland, Canada, Australia, Japan or New Zealand;
- a residence permit issued by one of those states.
Two caveats:
- UK residents now prove status by eVisa; the UK Government says all BRP cards have expired. Link your passport to your eVisa and check with your airline.
- Residence in the Gulf does not count.
The ceiling is 90 days in any 180 (art. 34). Detail: entering Montenegro with a US, UK or Schengen visa.
Rwandan documents: apostille since June 2024
Rwanda acceded to the Hague Convention of 5 October 1961 on 6 October 2023. The Convention entered into force for Rwanda on 5 June 2024. Existing parties could object under article 12(2), and the Hague Conference's notifications show one objection, from Germany. Montenegro did not object, so the Convention applies between Rwanda and Montenegro. Montenegro itself has been a party since 3 June 2006.
In practice:
- Documents that need only an apostille. A Rwandan birth or marriage certificate, criminal record certificate, degree or notarised power of attorney needs only an apostille from the competent Rwandan authority.
- Older files. A file assembled before June 2024 with consular legalisations may need checking. Ask the Montenegrin office what it accepts.
- Translation. A court interpreter translates into Montenegrin after the apostille.
Staying and working
Where to file. Residence permits are filed inside Montenegro:
- in person (art. 61);
- online, with fingerprints within 10 days (art. 61b).
A complete file lodged before your permitted stay ends lets you remain until decided (art. 61(5)).
Work. A Montenegrin employer applies for a residence-and-work permit for a named worker, within the annual quota (arts. 69, 70, 76). The permit is refused if the employer (art. 69(6)):
- has repeated undeclared-work penalties;
- is insolvent or inactive; or
- owes contributions.
The employer registers you for social insurance within 24 hours of issue (art. 70(6)). A visitor's entry does not allow work.
Other bases:
- digital nomad (arts. 38, 60a);
- director of your own d.o.o. (arts. 69, 70, 78; renewal needs €5,000 a year in taxes and contributions);
- property from a €150,000 tax base (art. 56);
- family reunification (art. 44).
Limits. A temporary permit ends after more than 30 days abroad (art. 65(1)(3)). Permanent residence comes after five continuous years (art. 86).
Rwandan nationality and Montenegrin citizenship
Rwanda. Article 25 of the Constitution states that dual nationality is permitted and that no one can be deprived of Rwandan nationality of origin. Organic Law 002/2021 adds three rules relevant here:
- Article 46: a Rwandan with dual nationality declares it within three months of acquiring the other nationality.
- Articles 34–35: renunciation is applied for in writing to the organ in charge of nationality. The applicant must be of the age of majority. Cabinet grants approval.
- Article 35, last paragraph: renunciation is not approved if it may render the applicant a refugee or a stateless person.
Montenegro. Ordinary naturalisation requires two things (Law on Montenegrin Citizenship, art. 8(1)(2)):
- ten years' lawful, continuous residence;
- release from your existing citizenship.
The only waiver is where that citizenship is lost automatically. Rwandan citizenship is not lost automatically; dual nationality is permitted.
Where they meet. A Rwandan who wants ordinary Montenegrin naturalisation must renounce. Rwanda will not approve a renunciation that could leave you stateless, and before naturalisation you hold no other nationality. Montenegro's two-year guarantee of admission (art. 9) is meant to bridge this gap. Whether Cabinet treats that guarantee as removing the risk of statelessness is for the Rwandan authorities. Ask first.
Routes without release. Montenegro offers two:
- marriage (three years married, five years' residence, art. 11);
- descent from Montenegrin emigrants (two years' residence, art. 10).
On either route you become a dual national. Make the article 46 declaration within three months.
Property, company, tax
Property. Rwandans buy in Montenegro on the same terms as Montenegrins (Law on Property Relations, art. 412). Agricultural land, forest, islands and the border strip are excluded (art. 415). The purchase requires:
- a notarial deed (Law on Notaries, art. 52);
- payment of €10,000 or more through a Montenegrin bank (AML Law, art. 65a).
Transfer tax is 3% up to €150,000, 5% to €500,000 and 6% above. See buying property in Montenegro without an agent.
Company. Your d.o.o. supports a director permit outside the quota. The beneficial owner is recorded.
Tax. There is no Rwanda–Montenegro double tax treaty. You become Montenegrin tax resident with your centre of interests there or more than 183 days a year (Personal Income Tax Law, art. 3). See our company formation service.
