Search for "Montenegro visa Singapore" and you find two different questions. One comes from Singapore citizens, who need no visa. The other comes from people living in Singapore on another passport: Indian, Filipino or Chinese professionals on an Employment Pass, or Singapore permanent residents. For many of them the honest answer is that their Singapore pass does not get them into Montenegro. This page explains why, then covers what Singaporeans need for a longer stay.
Singapore's own law adds two points that belong in any family's plan: the exit permit that national-service liability imposes on sons, and the Government's power to deprive a citizen who takes up another citizenship.

Singapore citizens: 90 days visa-free
The Republic of Singapore is on the list in article 1 of Montenegro's Decree on the Visa Regime. A Singapore passport gives up to 90 days without a visa. The general limit of 90 days in any 180 applies on top (Law on Foreigners, art. 34). Leaving for Croatia or Albania and coming back does not restart the count.
Living in Singapore on another passport: the article 7 problem
Nationals of countries that need a Montenegrin visa can sometimes enter on a visa or residence permit from another country instead. Article 7 of the Decree allows up to 30 days without a Montenegrin visa for holders of either:
- a valid visa issued by a Schengen state, Australia, Japan, Canada, New Zealand, Ireland, the United States or the United Kingdom; or
- a residence permit from one of those states.
Singapore is not on that list. An Indian national on a Singapore Employment Pass, or a Chinese national holding Singapore permanent residence, therefore needs a Montenegrin visa, unless they also hold a qualifying visa or permit from the countries above. A valid US, UK or Schengen visa in the same passport does the job, for up to 30 days or until it expires if sooner.
Otherwise the application goes to a Montenegrin diplomatic or consular mission, in person. It must be filed at least 15 days before travel for a short-stay (C) visa, or 60 days for a long-stay (D) visa (Law on Foreigners, art. 21). Check which mission covers Singapore before you plan the trip.
Staying longer
Any stay beyond 90 days needs a temporary residence permit. You apply in Montenegro, in person at the Ministry of Interior office for your address (art. 61) or online (art. 61b). A complete application filed before day 90 lets you remain until the decision is final (art. 61(5)). A temporary permit lapses after more than 30 days outside Montenegro (art. 65). That matters if you still fly back to Singapore for work or family. Permanent residence follows five uninterrupted years on temporary permits of any kind (art. 86). Detail: residence through property, through a company, and the digital nomad permit.
Sons and national service: the exit permit
Section 32 of the Enlistment Act 1970 says that a person subject to the Act, or a "relevant child", may not leave Singapore or remain outside Singapore without a valid exit permit. This is subject to the regulations, which set when a permit is required.
- A relevant child is a Singapore citizen or permanent resident aged not less than 13 but less than 16 years and 6 months.
- A permit holder must return before the permitted period ends.
- If a relevant child breaches the section, the child and each parent commit an offence, with a fine of up to S$2,000 each.
For a family moving to Montenegro with a son of 13 or older, the exit permit comes before the Montenegrin permit. A Montenegrin residence permit, school enrolment or lease will not substitute for it.
Citizenship: Article 134
Article 134 of the Constitution lets the Government, by order, deprive a Singapore citizen of citizenship. It applies to someone who, at 18 or over, acquired another country's citizenship by registration, naturalisation or another voluntary and formal act, other than marriage. It also applies to someone who acquired it before 18 and keeps it after 18. Citizenship ends on the date of the order.
On the Montenegrin side, ordinary naturalisation needs ten years of residence and release from your existing citizenship (Law on Citizenship, art. 8). For Singaporeans the practical end point is permanent residence after five years. It is indefinite and renewed on a five-year card (Law on Foreigners, arts. 86 and 91), and it does not touch Singapore citizenship. Background in our Montenegro citizenship guide.
Tax residence on both sides
Singapore. Under section 2 of the Income Tax Act 1947, an individual is resident in Singapore for a year of assessment if, in the preceding year, they reside in Singapore, apart from reasonable temporary absences. A person who is physically present or employed there (other than as a company director) for 183 days or more in that year is also resident. Montenegro. You become tax resident if your domicile or centre of interests is in Montenegro, or you spend more than 183 days there in the tax year (Personal Income Tax Law, art. 3). Montenegro then taxes worldwide income (art. 4). It credits foreign tax up to the Montenegrin tax on the same income (art. 44) and does not treat pensions as income (art. 5(9)). Company and property
Company. The d.o.o. is Montenegro's limited company and the base of the director permit. The beneficial owner is registered after incorporation. The permit is cancelled if the company turns out to exist mainly to obtain it (Law on Foreigners, art. 83). Singapore is not on Montenegro's list of territories subject to 30 % withholding. Property. Singaporeans buy flats, houses, commercial units and building land on the same terms as Montenegrins (Property Relations Law, art. 412). They cannot buy farmland, forest, property on islands, or land in the one-kilometre land border strip (art. 415). Four things to know before signing:
- the contract must be a notarial deed (Law on Notaries, art. 52), with a court interpreter present if you do not understand Montenegrin (art. 47);
- the deposit is earnest money and does not give a right to withdraw unless the contract says so (Law on Obligations, arts. 75 and 79);
- payments of €10,000 or more go through a Montenegrin bank, and cash is prohibited (AML Law, art. 65a); see how the money moves;
- the buyer pays transfer tax: 3 % up to €150,000, 5 % on the band up to €500,000, 6 % above (Real Estate Transfer Tax Law, art. 11).

Documents
Singapore has applied the Apostille Convention since 16 September 2021. Before that date, Singapore documents needed full legalisation. Now a birth or marriage certificate, police certificate, degree or power of attorney needs only a Singapore apostille. It is then translated in Montenegro by a court interpreter. A power of attorney to buy or sell property must be special and identify the property (Law on Obligations, art. 87).
Montenegro has no social security agreement with Singapore: Singapore is not on the Montenegrin Pension Fund's list.
